Hamilton and Russell facing Brazilian GP penalties after grid infringement

Race control stopped the first start when Lance Stroll of Aston Martin went off track during the formation lap, hitting a barrier with his front wing, and getting stuck in the gravel trying to get back on the track.
Niels Wittich, the race director, then declared a 10-minute period for the cars to get ready again for the official start.
The technical delegate Jo Bauer, on the other hand, has accused Mercedes of breaking the rules regarding the tire pressures on Hamilton and Russell’s cars as they were getting prepared.
A Bauer report stated that during the grid and when the race start was canceled, car numbers 63 and 44 had their tyre pressures adjusted within the 10 to 5 minute signal range, with wheels already on the car.
Given the contradiction to TD003 N, specifically items 2. c) and 2. h) i., I am directing this issue to the stewards for their review.
